Ms. Robinson is the Founder, Executive Director, and a Senior Program Manager for UHCS with over 27 years of program management for disaster recovery and humanitarian care services. She concentrates her operations in urban areas where the most vulnerable people and families reside. Ms. Robinson considers her work Mission from years of assisting over 250,000 people across the U.S., Puerto Rico, and the U.S. Virgin Islands, who need a compassion and a little more assistance to gain self-suffiency. In addition, Ms. Robinson is proud of her work in program Quality Assurance and Program Integrity and maintains of goal of program effectiveness and efficiency. She believe every dollar saved can be used for the future. Ms. Robinson was the Project Director for the Joint Hurricane Housing Task Force (JHHTF) and managed the housing program for over 40,000 families who evacuated from the greater New Orleans area following Hurricane Katrina with a goal moving families from the Astrodome temporary emergency shelter and relocating those families. These families found permeant housing in Texas or relocated to over 41 states and U.S. territories to permanent housing. That program was the foundational disaster and case management program for future programs that followed. She and her team have managed over 12 large-scale, multi-state, programs across the U.S. in Puerto Rico following disasters. Most recently, she and her team assisted in the operation of a program which required the intake, assessment, and reunification of over 6,000 unaccompanied children who migrated to the U.S. seeking asylum. The Unaccompanied Alien Children's (UAC) program was developed by the Office of Refugee and Resettlement (ORR) of the Department of Health & Human Services.
Mr. Rodríguez is the Program Director for UHCS and oversaw the operations of FEMA’s disaster case management services for over 2,000 families in 21 Puerto Rican municipalities. Mr. Rodríguez is the Program Director for UHCS and oversaw the operations of FEMA’s disaster case management services for over 2,000 families in 21 Puerto Rican municipalities. He collaborated with state government agency secretaries, local municipality mayors and staff, NGOs, and business clients to support post-Hurricane Maria recovery efforts. He identified private sector partnerships and streamlined access to government and community-based resources. Mr. Rodríguez provided contract and quality assurance oversight for this FEMA-funded disaster recovery program.
In addition, Mr. Rodríguez supported the government relations in the state of California for the Unaccompanied Children’s Program – Pomona, CA. He directed the development of policies for the operations for a large-scale case management effort under HHS-ACF-ORR, which included the development of policies and procedures for the programs areas intake, assessment, call center, and transportation units. He assisted in the onboarding of 40+ caseworkers and support staff that transitioned over 8,000 unaccompanied children to approved sponsors, foster homes, or other care facilities.

Ms. Alford is Chief Operating Officer for UHCS, and a seasoned social services executive with over two decades of experience leading community-focused programs. Her mission has a strong emphasis on homeless shelter operations, disaster recovery, and family services. As a dynamic leader, she has consistently demonstrated her expertise in program development, strategic planning, and operational management to address the needs of vulnerable populations. As a Senior Program Manager, Ms. Alford leads disaster response operations and social service projects where she develops project management plans, supervises recovery staff, and ensures post-disaster assessments translated into actionable recovery strategies. Ms. Alford served as Chief Operating Officer at Central Iowa Shelter, where she spearheaded evidence-based initiatives, including a Client Advocacy Program and a Rapid Resolution housing strategy, significantly improving outcomes for individuals experiencing homelessness.
